3 lets you clothe Head, Eyes, Face, Upper Body, Underwear, Lower Body, Full Body, Feet, Hands, Backpack and lets you change their colours. Tone is completely different in 2, more grounded in reality which allows the wacky side and emotional scenes to hit harder.TL DR - Tone, Customization of player and safehouses, Mission style, player character's personality.
